When seeking to install a photovoltaic system, have you questioned yourself about the quality of the solar panel?
You must observe various pieces of information before choosing your photovoltaic panel to ensure you are making a good purchase. Photovoltaic modules and inverters are analyzed and go through several certification stages, according to the INMETRO Evaluation.
In this article, we will talk about how this evaluation is carried out and explain the importance of the seal.
What does INMETRO do?
INMETRO is responsible for establishing technical regulations and conformity assessment programs for various products in Brazil. For photovoltaic systems, it is no different. The conformity assessment ensures that components of photovoltaic systems, such as solar panels, inverters, and other devices, meet the requirements established by international and national standards.
What is INMETRO's assessment criterion?
For correct commercialization in Brazil, photovoltaic modules and inverters up to 10 kW must have the INMETRO seal. The Institute provides the National Energy Conservation Label (ENCE) after analyzing materials and proving their quality. For this, INMETRO uses the following Conformity Assessment stages:
Signing of the Labeling Commitment Term
This is the first stage of the process, where the manufacturer or supplier signs an agreement with INMETRO to join the Brazilian Labeling Program (PBE). This term establishes the responsibilities of the parties involved and formalizes the manufacturer's commitment to follow the program guidelines. The objective is to ensure that the product is evaluated and certified according to the efficiency and quality standards defined by INMETRO.
Labeling Request
After signing the term, the manufacturer must formalize a labeling request for the products they wish to certify. The request includes technical documentation of the product, such as specifications, data sheets, and other data required by INMETRO.
Labeling Request Analysis
In this stage, INMETRO's technical team or the Product Certification Body (OCP) evaluates the submitted request. The objective is to verify if the product meets regulatory requirements and if the documentation is complete and compliant. If inconsistencies or failures are identified, the applicant is notified to make the necessary adjustments.
Labeling Tests
After approval of the request, laboratory tests are performed on the products to verify their performance. These tests are conducted by laboratories accredited by INMETRO and evaluate criteria such as energy efficiency, safety, and other technical characteristics. Only products that meet the requirements in the tests can advance in the process.
Tests for Label Extension
If the manufacturer wishes to expand certification to similar models (such as variations in size, color, or functionalities), it is possible to request an extension of labeling. In this case, complementary tests are performed to ensure that the variations maintain the required standards.
Approval for ENCE Use
With the results of approved tests, INMETRO authorizes the manufacturer to use the ENCE on products. This label presents clear and standardized information about energy efficiency and other important characteristics, helping consumers choose more efficient products.
Registration
After labeling approval, the manufacturer must register the product in INMETRO's system. This registration formalizes the inclusion of the product in the Brazilian Labeling Program and allows its commercialization with the ENCE.
Production Monitoring (ACP)
Even after certification, INMETRO conducts audits and continuous monitoring of the production of labeled products. The objective is to ensure that subsequently manufactured products maintain the quality and efficiency standards initially certified. If non-compliances are detected, the manufacturer may be penalized or have their certification suspended.
Obligations of INMETRO-Licensed Suppliers
- Submit all products to tests in laboratories designated by INMETRO to prove efficacy and quality
- Use the national energy conservation label on evaluated and certified products
- Collaborate with INMETRO for sample collection
- Inform INMETRO and accredited laboratories of any changes related to licensed products, including temporary or definitive suspension of manufacturing of certain models.
- If they do not follow INMETRO's determinations, the supplier may suffer penalties such as warning, suspension, or even cancellation of authorization to use the National Energy Conservation Label.

Technical Standards and Regulation
INMETRO updates the established standards annually, which must be followed by photovoltaic system manufacturers and suppliers. Covering aspects such as electrical safety, environmental resistance, durability, and energy efficiency. The main ones stand out:
- NBR 16149: General requirements for photovoltaic systems.
- NBR 16150: Specific requirements for photovoltaic modules.
- NBR 16151: Specific requirements for inverters.
In April of this year, INMETRO issued Decree No. 140/2022, which redefines the requirements for module homologation. Now photovoltaic modules must present a declared power variation between 100 and 105%. Ensuring that consumers receive products faithful to advertisements, generating a fairer market.
To perform the tests, the supplier needs to send 2 photovoltaic modules of the same model and with the same characteristics to the laboratory responsible for the test. The test consists of the following stages:
- Visual Inspection: The first step is the visual detection of defects in the modules.
- Performance under Standard Test Conditions: Its objective is to determine the electrical characteristics of the module and observe if they are in accordance with standard test conditions.
- Electrical Insulation: The third step consists of verifying the electrical insulation between the electrical terminals of each module, as well as analyzing the metal frame
- Insulation Resistance under Humidity Conditions: The fourth step is to observe the electrical insulation between the module's electrical terminals and also the metal frame under humidity conditions
On an international level, photovoltaic systems are evaluated by IEC 61215, which foresees 18 stages. Among these, the second item, Maximum Power Determination (Pmax), is the only test required by INMETRO among all requirements made in other countries. The other items are visual inspection, insulation resistance, panel performance under low irradiance, outdoor exposure testing, UV resistance, temperature coefficient measurement, mechanical load, hail resistance, wet leakage current test, cycle tests, humidity and freezing tests, termination tests, and measurement of the cell nominal operating temperature (NOCT).
Energy Efficiency Labeling
Photovoltaic modules certified by INMETRO receive an energy efficiency label. This label provides information about the module, such as power and conversion efficiency, and the performance found in the module.
AESolar launches a photovoltaic panel with technology more resistant to shading, guaranteeing 30% higher production capacity compared to other panels under shading conditions.
Tier 1 Manufacturer and market leader, possesses the Smart HSF 2.0 (hot spot free) module, designed to overcome panel shading, causing a significant increase in yield. Not requiring assistance from power optimizers, it is resistant to direct and partial shading.

Proper selection is fundamental to guarantee the efficiency and quality of the solar energy generation system. In addition to guaranteeing product quality, certification provides consumers with greater reliability and security. When considering the purchase of a photovoltaic system, it is important to verify if it has INMETRO Evaluation and pay attention to energy efficiency.
